I've got a couple of PI's that were funded year 1 of a 2-year proposal in FY 08. Do they have to "reapply" for the 2nd year of funding?

Yes, they have to apply for the second-year funding.

  1. Look on page 2 under "What will be the duration of the grants?" This is almost word-for-word from the first RFP.
  2. Look on page 5, #2.l. "Progress Report. Note this is required for consideration of second-year funding.
Do we need to submit a REX form or a REX-Lite form with our proposal?

No.

For the second year proposal, how much should we change the proposal for the second year or do we submit the proposal more or less as is? It would be confusing to change the proposal too much but we do have changes since we have completed aspects of the proposal in year 1.

Only change what you feel must be changed. The progress report is an appendix, but it could be referenced in the proposal to show the rationale for any change.
